The City has received a Development Application for Remediation Earthworks for the Bentley Redevelopment Project (Bentley 360) at 32 Dumond Street, Bentley WA 6102.

The proposal involves the excavation of the land and tree clearing in order to rectify existing site conditions for future residential development. As articulated on the provided drawings, excavation will occur to maximum depths of 7m (metres) before being compacted and replaced with clean and suitable materials.

The applicant on behalf of Development WA have advised the works are necessary in order to change the existing quality of the land from a "Class P" (not considered suitable to support residential development) to a "Class A" category (land with no constraints), as required for development in accordance with Australian Standard 2870-2011 - Residential Slabs and Footings.

Prior to making a decision on the application, adjoining affected owners and occupiers are invited to view the development plans and supporting information, and make comment on the planning matters that affect their property. Letters have been mailed to the nearby landowners and occupiers in addition to this page.

In considering an application for development approval, the local government will have regard to matters detailed in the state government’s Planning and Development (Local Planning Schemes) Regulations 2015 (the 'Deemed Provisions'). In this instance the relevant matters for consideration include, but may not be limited to the following matters, found under Clause 67 (2) of the Deemed Provisions (pg 181-183 - text below is refined for relevance to this proposal, letters provided in reference to matters raised in Cl. 67 (2)):

(n) - the impact the development may have to the amenity of the locality including the following-

  1. (the) environmental impacts of the development;
  2. The character of the locality and
  3. The social impacts of the development;

(p) - whether adequate provision has been made for the landscaping of the land to which the application relates and whether any trees or other vegetation on the land should be preserved;

(r) - the suitability of the development taking into account the possible risk to human health or safety, and whether adequate measures have been undertaken to minimise safety risks;

(s) - the adequacy of-

  1. The proposed means of access to and egress from the site for the development; and
  2. Arrangements for the loading, unloading, manoeuvring, and parking of vehicles;

(t) - the amount of traffic likely to be generated by the development, particularly in relation to the capacity of the road system in the locality and the probable effect on traffic flow and safety;

(u) - the availability and adequacy for the development of the following –

  1. Storage, management, and collection of waste for the development; and
  2. Access for pedestrians and cyclists around the site, including the changes to pedestrian access to the development site;

(x) - the impact of the development on the community as a whole notwithstanding the impact of the development on particular individuals; and

(zb) - Any other planning consideration which should be taken into account as part of this application.

Bentley Redevelopment Project – Overview and Background to this Proposal

As identified by the State Government, the Bentley Redevelopment Project (Bentley 360) has been recognised as an ideal site for Urban Renewal to assist with housing supply. The development area has remained dormant for nearly 10 years and the existing Planning Framework for the area is due for a renewal. The State has accelerated the initial phase of the development for the whole area and has utilised Development WA to create the Bentley Redevelopment Area to guide and control future growth.

Prior to the formalisation of the Bentley Redevelopment Area and before Development WA takes control over the planning and development of the area, this application for earthworks has been lodged with the City of Canning for consideration. This application is solely to consider the remediation works required to address future development.
