Background

The suburb of Rossmoyne has three dog on-leash parks (Central Park, Lions Park and Rossmoyne Park) and five off-leash parks (Creekview Park, Sandra Park, Massey Park, Ann Park and Fifth Park) as well as the Rossmoyne foreshore.

Currently the only on-leash park with a playground is Rossmoyne Park and feedback has been received that families would like to visit a playground in Rossmoyne where dogs must be kept on-leash. Due to this, at the Ordinary Council Meeting of 19 September 2023, Council resolved to engage with the community to determine support to change Sandra Park, Rossmoyne from off-leash to on-leash.

What does this mean?

An on-leash park does not prohibit dogs from being brought into a park but the dog must be on-leash at all times.

As always, owners are responsible for cleaning up after their dogs, and owners are asked not to take their dog into the children’s playground. Signage will be erected with details about the community consultation regarding off-leash status.


What we consulted on

We asked the community feedback to find out if there is support for Sandra Park to become a permanent on-leash park.

The consultation period tan from 19 September - 10 December 2024.

The community feedback was used to inform a recommendation to Council to determine if Sandra Park will continue to be an off-leash park, or if it will change to an on-leash park.


Outcome of Consultation

At the Ordinary Council Meeting 18 March 2025, Report IE-003-25 was considered and Council determined that Sandra Park, Rossmoyne remains an off-leash area for dogs.
