Proposed closure of Elderberry Drive intersection
Project Update
Based on the outcome of the responses to this proposal a report was presented to the Ordinary Meeting of Council on 15 October 2024 and Council resolved as follows:
1. Permanently close the thoroughfare of Elderberry Drive at Zelkova Way in Parkwood, as shown in Plan C2593-01, by local public notice in accordance with section 3.50(1a) of the Local Government Act 1995.
2. Ensuring all public service authorities / property owners / occupiers be advised of the closure.

Background
The City of Canning is seeking community feedback on the proposed closure of Elderberry Drive at the intersection of Zelkova Way in Parkwood, including construction of a new intersection to provide traffic access to Elderberry Drive from Metcalfe Road.
The closure of Elderberry Drive at the Zelkova Way intersection is crucial to enable the construction of a new shared path on Elderberry Drive and Metcalfe Road. As part of the City's Cycle Route 3, the new shared path will provide a link between Hossack Reserve and High Road.
In order to provide a safe shared path at the Elderberry Drive and Zelkova Way intersection, these proposed changes are required.
The new shared path will provide improved pedestrian access and connectivity to a number of key local and regional attractions such as the Canning River Regional Park, Montrose Park, Clovelly Park, Fleetwood Park, Hossack Reserve and the Canning City Centre.
Why is this happening?
The City has received funding from the State Government through the Department of Transport's Western Australian Bicycle Network Grants Program. This project includes delivering part of the Canning Cycle Route 3 – Carousel to Rossmoyne, as shown below:

How will this impact you?
The proposal is for Elderberry Drive to be accessed by vehicles directly from Metcalfe Road. The access from Zelkova Way is proposed to be permanently closed.
Modifying access into Elderberry Drive from Metcalfe Road will reduce the number of competing vehicle movements at the intersection of Zelkova Way and Metcalfe Road. This will provide a safe location for traffic to access Elderberry Drive, at the same time improving access for path users.
This change will enable the new shared path facility to be located in a safer environment for pedestrians and cyclists, whilst avoiding impacts to existing street trees, properties, verges and access driveways. In addition, this project will improve access to schools, parks, bus stops and local amenities.
The scope of this project will include:
- a new 2.5-meter-wide concrete path along the vegetation strip separating Elderberry Drive with Metcalfe Road
- narrowing the width of the road along Elderberry Drive to 5.5 meters
- a new pedestrian crossing facility on Zelkova Way
- closing the access of Elderberry Drive at Zelkova Way
- constructing a new access to Elderberry Drive from Metcalfe Road
- modifying the existing cul-de-sac on Elderberry Drive.
Past Community Engagement
In December 2020 and January 2023, the City conducted community consultation, seeking views on the construction of the proposed shared path and new access. There were no objections from community.

This consultation period for this project has now closed. Thank you for contributing 'Your Say', the City shall summaries and review all feedback and contact you to respond to any enquiries you may have.
A report is proposed to be presented to Council at the Ordinary Council Meeting in October 2024. Subject to the Council decision, the project is scheduled to be delivered in November/December 2024.
