DA25/0109 - Amended Existing Development Application - Child Care Premises (Before & After school care) at 11 Lynwood Avenue, Lot 370, Lynwoood
Why you have received this letter
The City has received the above-mentioned amended development (planning) application to the existing Childcare Premises on the subject property.
A Childcare Premises on a Residential zoned lot is listed as an “A” use category in Table 3 of the City’s Local Planning Scheme No.42 (LPS42), requiring referral to neighbouring properties for comment.
Additionally, the City’s Local Planning Policy LP.04 (refer to following link) Local Planning Policy LP.04 permits the hours of operation for such land uses to be limited to 7am to 7pm Monday to Friday and 8am to 1pm Saturday.
The amended application, the applicant proposes to operate between 6am to 6pm Monday to Friday.
Given there is a variation to LP.04 provisions, prior to making a decision on the application, adjoining affected owners and occupiers are invited to view the development plans and supporting reports (as applicable), and make comment on any planning matters which may affect their property.
Please note that the City will endeavor to advise any tenants at this property of the above proposal; however, it may not always possible for us to contact them. This may be due to the site not having a physical post box or there being more than one tenant on the property. As the owner of the property the onus is on you to pass on this information to your tenants if it is likely that they will be impacted by the proposal.

Copies of the development plans, and supporting Name report(s), may be viewed by:
- Visiting the City’s offices located at 1317 Albany Highway, Cannington, between 8:15am and 5:00pm, Monday to Friday;
- Contacting the responsible City officer (using the contact officer details provided below) and requesting that the documents be emailed to you; or
How and when to submit your comments
Please submit your comments (in writing) to the City by 5pm on Friday 16 April 2025 Where possible we ask that you submit your comments via email however your written comments may be submitted via one of the following contact methods:
- Email your comments to the assessing officer via the details listed below. Please remember to include the reference number DA25/0109 in the subject line, and your name and affected property address in the body of the email;

How the City will make a decision on the development proposal
Following closure of this consultation period, a delegated (authorised) officer of the City will consider the above-mentioned matter(s) with regard to the relevant matters for consideration. This includes consideration of any comments from adjoining affected landowner(s) and occupiers.
Should the City issue a decision on the development application (approval or refusal), we will write to you again to explain how the matters you raised have been addressed.
In certain circumstances the application may be referred to the Council for consideration at one of its Council meetings. If this occurs, the City will send you a letter/email inviting you to this meeting.
