Your comments are invited – Development Application proposing a change of use to Education Establishment at Lot 100 (94a & 96) 90-102 Welshpool Road, WELSHPOOL WA 6106 – City ref: DA24/0185

The City has received the abovementioned development application, which is briefly outlined below:

  • The proposed change of use to Education Establishment is to provide a training facility in connection with the aviation industry.
  • The proposed development comprises of an emergency procedures hall, class rooms and tutorial rooms.
  • The proposed development will be occupied by 19 staff members and 186 trainees.
  • The proposed development includes the use of 81 existing car parking spaces.

Prior to making a decision on the application, adjoining affected owners and occupiers are invited to view the development plans and supporting reports, and make comment on the planning matters that affect their property.

We ask that you consider the following matter(s) and let us know whether you object to or support the development proposal.


  1. The land use

Table 3 – Zoning Table of the City’s Scheme lists an “Education Establishment” use as an ‘A’ (discretionary) land use in the General Industry zone. This means that the use is not permitted unless the local government has exercised its discretion by granting development approval after giving notice to affected landowners and occupants.

In considering an application for development approval, the local government will have regard to matters detailed in the state government’s Planning and Development (Local Planning Schemes) Regulations 2015 (Regulations 2015). In this instance the relevant matters for consideration include, but may not be limited to:

  1. The aims and provisions of the City of Canning Town Planning Scheme No. 42 (‘Scheme’) - specifically whether the proposed use meets the objectives of the General Industry zone, as outlined in Table 2 of the City’s Scheme.
  1. The compatibility of the development with its setting including the relationship of the development to development on adjoining or on other land in the locality including, but not limited to, the likely effect of the height, bulk, scale, orientation and appearance of the development.
  1. The impact on the amenity of the locality.

‘Amenity’ is defined in Schedule 1 of the Regulations 2015, as: “... all those factors which combine to form the character of an area and include the present and likely future amenity;”. Common amenity considerations include, but are not limited to, car parking and traffic generation, noise or odour emissions, and visual aesthetics.

  1. Provision of an adequate number of car parking bays

The development proposal requires the provision of 41 car parking bays in accordance with Table 4 of the City’s Scheme. The site plan shows the provision of 81 car parking bays, which is a surplus of 40 bays.

How and when to submit your comments

Please submit your comments (in writing) to the City by 5pm on Monday 16 December 2024 Where possible we ask that you submit your comments via email however your written comments may be submitted via one of the following contact methods:

How the City will make a decision on the development proposal

Following closure of this consultation period, a delegated (authorised) officer of the City will consider the abovementioned matter(s) with regard to the relevant matters for consideration. This includes consideration of any comments from adjoining affected landowner(s) and occupiers.

Should the City issue a decision on the development application (approval or refusal), we will write to you again to explain how the matters you raised have been addressed.

In certain circumstances the application may be referred to the Council for consideration at one of its Council meetings. If this occurs, the City will send you a letter/email inviting you to this meeting.
